【46】2009年7月9日，財政部和國家安全監管總局發布的《中央下放地方政策性關閉破產有色金屬礦山企業尾礦庫閉庫治理安全工程項目和補助資金管理暫行辦法》（財企［2009］120號）中稱，將對中央下放地方政策性關閉破產礦山企業存在安全隱患的尾礦庫進行閉庫治理給予適當的資金補助，符合條件的企業可以獲得中央財政70%—90%的補助資金。
【47】2001年以來，湖南有色金屬工業系統共有4批次20戶企業27個項目列入國家政策性關閉破產計劃。涉及職工8.69萬人。總資產22.39億元，負債總額36.82億元，到位破產補助資金共37.79億元。
【48】2005年以來，湖南有色企業與央企對接取得成效，先后有中國有色金屬二十三冶集團進入中國五礦集團，衡陽有色冶金機械總廠進入中國鋼鐵集團，長沙有色冶金設計研究院和有色長沙勘察設計研究院進入中國鋁業集團。
【49】近幾年來，湖南有色金屬找礦探礦取得突破性進展。省內發現了一批新的礦藏帶，如：永州境內的九嶷山——姑婆山錫多金屬礦，錫的資源量超過45萬噸；益陽境內的諸礦山——萬羊山超大型錫鉛多金屬礦帶；湘西境內龍山——保靖200多公里礦帶，儲量達1000萬噸的大型鉛鋅礦等。還有一批金屬礦的找礦探礦評估項目也取得重大進展。如郴州境內的荷花坪——香花嶺錫多金屬礦，已探明錫資源儲量超過30萬噸；衡陽境內的水口山康家灣鉛鋅金銀礦外圍及深部找到新富礦體，擴大了原礦山儲量，延長礦山服務年限十年以上；湖南寶山有色金屬礦業有限責任公司發現大型銅鉬鉛鋅礦體，其中銅儲量為一座中大型富礦；安化大神山巖體北部鎢礦，發現了較好的白鎢礦等等。
【50】近幾年來，全省有色金屬工業系統多種經濟成份企業發展迅速，至2009年6月底止，全省有規模以上有色金屬企業934家，其中省屬國有企業14家，地方國有、股份制、民營及合資企業920家。遍及全省14個市州，擁有固定資產381億元，在職職工11.3萬人。全省有色金屬工業已形成集地質勘查、教學、科研、設計、采礦、選礦、冶煉、加工和深加工、機械制造、循環再生和內外貿易于一體的完整的工業體系。
